What a 911 Call From a School Should Tell a Dispatcher

School 911 compliance is usually discussed as paperwork: two federal rules, a box to check during a phone system purchase. In a district with a dozen buildings behind one street address, it is an operational problem with a specific failure mode, and most districts have never tested for it. Below is what a dispatcher should see when someone at your school dials 911, why the building matters more than the room, and how to run a live test that tells you where you actually stand.
The failure nobody notices until it matters
A teacher dials 911 from a classroom in the high school. The call connects. A dispatcher answers. Nothing about the experience feels broken.
On the dispatcher’s screen, the call came from the district administration building, three miles away, because that is the one address registered on the account. Meanwhile the front office at the high school has no idea a call was placed at all. Nobody is walking to the entrance. Nobody is unlocking the vestibule.
The call worked. The response did not.
This is the default state of an older multi-line phone system, and it stays invisible because the only way to discover it is to place a real 911 call and ask what the dispatcher saw. Very few districts have done that.
Why the building beats the room
The instinct is to chase precision: get the room number onto the dispatcher’s screen and the problem is solved. That is the wrong target.
Think about what actually happens when a unit arrives at a school. The doors are locked, which is by design. Interior wayfinding is built for children who already know the building, not for a paramedic who has never been inside. Room numbering often restarts by wing. And the patient has frequently been moved to the nurse’s office before help arrives, so the room the call came from is no longer the room that matters.
What shortens the response is a person. A staff member who learned about the call ninety seconds ago is standing at the entrance, badges responders in, clears a hallway, and takes them to the patient wherever the patient now is. A room number on a screen does none of that.
So the pairing that works is narrower and more useful than room-level precision: get the right building to the dispatcher, and get the right people on site notified at the same moment.
What the two rules require
Two federal rules apply to multi-line telephone systems, which is what every school district runs.
Kari’s Law requires two things. A caller has to reach 911 by dialing 911 alone, with no prefix and no outside-line digit. And the system has to send an on-site notification when a 911 call is placed, so a designated location knows about it.
Ray Baum’s Act requires that location information travel with the call, so responders are routed to a usable place rather than to a billing address.

Worth being precise about scope: these rules set a floor. Meeting the letter of them is table stakes for any system installed today, and a district should confirm its own obligations with counsel rather than with a vendor blog post. What follows is the operational side, which is where the real gap usually sits.
How to configure it
Three things, in order.
Register each building as its own location. Every school, and any outbuilding or portable cluster large enough to matter, gets its own address on the account, rather than inheriting the district address. This is the change that puts the correct building on the dispatcher’s screen.
Build the escalation list before you need it. When 911 is dialed, notification should fire to the people who can physically respond: front office staff, the school resource officer, an administrator, and whoever else is on site during the day. Not one person, because one person is out that day. Not the IT director’s desk phone, because the IT director is at the district office.
Send it by more than one path. Use text, email, and a notification on a phone. Redundancy costs nothing here, and the failure mode of a single channel is somebody’s phone on silent in a meeting.
The notification itself should say which building and which extension, so the person reading it knows where to walk.
How to run a live test
This is the part that gets skipped, and it is the only part that produces real information.
Coordinate with your local PSAP first. Call the non-emergency line, explain that you are testing 911 location accuracy across a school district, and ask when they can accommodate test calls. Dispatchers are generally glad to help with this, because a school call routed to the wrong building is their problem too.
Then, from every building:
- Place a live 911 call from a desk phone, not a cell phone.
- Ask the dispatcher what address and location detail appear on their screen.
- Confirm whether the on-site notification fired, who received it, and how long it took.
- Write down the result per building, including the ones that passed.
Repeat from a portable or an outbuilding if you have them, because they are the most likely to resolve to the wrong site.
A district that has done this once has something almost no district has: a documented answer to what happens when a staff member dials 911 from any building on the property.
When to redo it
Annually, and after any of these:
- A new building, wing, or portable cluster comes online
- Any phone system change, carrier change, or number port
- Turnover in the front office or administration, since the escalation list goes stale with the people on it
- A building changes use, for example an office wing becoming classrooms
